IF it has never has VS installed it doesn't want to register. I get OLE init errors. I've dug thru MSDN and found a few things that I tried to no avail. Anyone got any ideas?

Use the DEPENDS utility from Visual Studio to check what it needs; the odds are you're missing a .DLL and aren't aware of it.
