According to VFP Help (as of version 5), COPY STRUCTURE only creates free tables. However, COPY TO has a DATABASE argument. The only drawback to using COPY TO as opposed to COPY STRUCTURE is that it copies the data as well, but you could just ZAP it.

Copy Structure command has a
Database argument that I beleive would solve your problem.
