First of all, I should say that in what I do I'm not faced with this sort of problem (or at least am not often faced with it). So I'm not the best one to ask about this. Most typically this situation is handled by some sort of numeric access code (stored in a table) that's stored at the application level. Individual controls take care of enabling/disabling or being visible/invisible in their individual refresh methods. If I recall correctly this sort of scenario is handled in the Taz Traders sample.
