It's actually only applicable to the older real-mode dr4ivers loaded by CONFIG.SYS and AUTOEXEC.BAT; the s3etting of the FILE HANDLES = parameter s3et the limit for the workstation. The sum of CONFIG.SYS FILES= and the FILE HANDLES = can't exceed 254.

Both MS and Netware's protected mode drivers respect the FILES entry in CONFIG.SYS and ignore the settings in the real-mode driver files AFAIK.
