Do you think that the FILES= in config.SYS is being ignored? A few years ago I removed the FILES= from config.SYS and added pervmfiles=### to the [386enh] section in system.INI. I don't remember what it was supposed to do and I cannot find any documentation.
We were running a FPD2.5b app on the network and when we changed to Win95 the error message started. After making these changes, the "Too many files open" message went away.
