When analyst/programmer is an independent consultant that faces law suits if the system fails to handle the century change or anything else that might go wrong, yes I do feel it s the analyst/programmer's call. If the analyst/programmer is an employee that is a very different story.
All apps I develop have four digits years in all date displays. If the user complains it takes two seconds to show them they only need to enter two digits, the century will default according to the set century setting.
