have you tried setting the environment variable in NT through the system properties->Environment variables (by right-clicking on "My Computer") instead of Autoexec. I agree, that if on every install, you have to do this, it's a major PITA, but in the docs, you can pass it off as "if you receive the error message (insert message here), verify that the installation program properly set up the environment variable... yada yada yada"... Pass the blame off to the installation program ;)
