DIBAPI32 is a DLL that MS included with some sample utility programs. One of those programs was a screen capture and print utility, SCREENCAP. I was not aware of it until recently, but the screen capture utility sample has been around since the Windows 3.1 days. DIBAPI32 is an updated version of the original for 32 bit OS's.
I was looking for a better way to print a VFP screen and dissected the source of the utility to find out how it worked so I could call the API's from VFP. I discovered almost all the work was done in the DLL. Since I could distribute the DLL, I figured why reinvent the wheel.
