I was not aware of it until recently, but the screen capture utility sample has been around since the Windows 3.1 days. DIBAPI32 is an updated version of the original for 32 bit OS's.

My memory is failing me. I just read Bruce's FAQ. The sample utility was, of course WINCAP32.
