I'm too lazy to look for definitive references but believe it to be still true to this day.
Remember, there is a difference between business and diplomacy. I have no idea as to how the situation came to be (French for diplomacy) and would be interested to learn it myself. I'll have to do some digging some day.

Even at the height of French colonialism, including Africa and Indo-China, I don't believe France had the reach - and certainly not the power - of the British empire. English, the C/C++ of human languages, is taking over.
