Well I've always considered that a smaller group, skunkworks-like in nature, can get a whole lot more done than some huge bloated group with (necessarily) excess "bureaucracy".
And surely we bebefit from more consistency of interfaces between sub-objects (for lack of a better word) of a system. Look at Office, touted as "common interface". That may be close at the top level, but as soon as you get to dialogues the interface is all over the map!
