>>>For about $200 you can get Rick Strah's HTML Help Builder. See http://www.west-wind.com This was developed with VFP in mind.

Took another 1 to 2 hours to develope all the HTML pages include graphics [screen images created with the help of SnagIT software]. It is WYSIWYG, and easy to use. You do not have to have HTML knowledge.

ForeHelp has a demo version that limits you to 20 topics but is otherwise fully functional. It's at http://www.sinterphase.com/fhintro.htm where you'll find a couple of versions, only the PRO version supporting HTML help. Their interface is not always completely friendly, but it basically works.

RoboHelp has no such version. Their 30 day guarantee is not much consolation if your procurement requires lots of paperwork.

West Wind HTML Help is almost certainly the only thing you will find that will read your class libraries and generate topics. Rick also says it can load a menu into your vfp that you can use to coordinate context-sensitive help, matching your chosen program objects with topic names. It doesn't support old WinHelp.

I think that any help builder you choose will require some training for your users, not just for its interface but for your own systems for doing everything (choice of topics and topic names, centrally located HTML page templates, or whatever).

I haven't yet bought one. I need to support Access 97 which is stuck in WinHelp, so I plan to recommend ForeHelp to the boss.
