This was a problem prior to SP3. There are at least 2 MS KB articles. See the HTML Help section at
wiki to get to these easily. The setup wizard now includes the OCX and registers it. It also takes care of foxhhelp.exe, foxhhelpps.dll, itss.dll and itircl.dll.
