Its gotta be IE5 because you need the XMLDOM. That's the downside.
Doing UI is much simplier in Fox or any other Windows development environment for that matter, than in IE. The IE DOM is complex and confusing, but it can be done. Expect to do a lot of client side scripting and HTML coding. However, the added hassel of developing the front end in IE5 is partially offset by the hassels of maintaining client sites and confiugring DCOM on them when you go with a Windows based front end.
