Ok, got him running off of the server copy using a command line switch in the shortcut to set the default .Dll to c:\windows\system32\vfp500.dll.
Ultimately, though this isn't an answer (though it is much appreciated), merely a workaround.
It seems to me that one should be able to run Setup.exe on a Win98 machine, so I will leave the question open as I am experiencing the same symptom when creating a setup.exe utilizing VFP6.0(SP3).
