I need to lock out the ability of a person to install software onto an existing win95 computer.

Tellers in remote locations scattered throughout the country are using win95 or win98 pc's running a VFP app to process retail transactions. Several tellers continue to install other apps, such as AOL, microsoft games, etc... after i have deleted them. Is there a registry setting, or program available to lockout the ability to add software to a computer without having the proper passcode?
