Several tellers continue to install other apps, such as AOL, microsoft games, etc... after i have deleted them. Is there a registry setting, or program available to lockout the ability to add software to a computer without having the proper passcode?

If these people are using your app exclusively (no Windows utilities or programs, things like that, you can try setting the shell for Windows to be your app. Or, you can use the policy editor and create a policy that won't allow them to install anything, use the control panel, etc.
