RI does not say this. Instead it says "a database is said to have referential integrity if it has no un-matched foreign key values"

Cascade, restrict or ignore are a VFP implementation of triggers that help enforce referential integrity. This set of options can be expanded to include "Change". "Change" would be to point the child records to a different record in the parent table.
