Is the web browser control on the form visible? I had a control on a page of a pageframe but the DocumentComplete event would not fire unless the page the control was on was visible. This seems to be true of the DownloadComplete event also. I am currently using the NavigateComplete2 Event. Someone else may have more info on this issue.
