Actually, the technical side is a piece of cake. It's the political/social side that's the bugaboo.

There's NO reason in the world that the Feds couldn't cut their expenses to the bone by doing direct deposit. It's the overhead that is SO HUGE that is required to keep the flim-flam artists away that causes the grief plus one other attribute: Every time someone scams the Government in some fashion the regulation(s) that emminate are typically applied to all future issues making a HUGE problem. It's the old idea that the few, because of their dishonesty, making life tougher for the many who are not.

I honestly think that the best way to solve this would be to teach the principles (again) that are contained in the 10 Commandments. Don't steal is pretty much on the top of the list. *g*

Bruce, you sincerely have my respect and appreciation that you are willing to put up with all the nonsense. I have a neighbor who has been working for Uncle for almost 30 years and he's REALLY tired of the internally generated stuff.
