I was reading an article several years ago about Clinton appointing a businessman to run a gov't agency. I think it was the GAO, and the businessman was the ex CEO of Western Digital. The article was a synopsis of some of the amazing things he saw.
Such as a 10 page chapter in the procedure manual with instructions on how to requisition an ashtray for your office.
