They want the controls on the same form. But the "pageframe" on the form has got to scroll to fit everything on it, so hence the problem.

While I believe that you need to try to get the UI how the user requests it, sometimes it doesn't make sense or is impossible to do. I think once the got what they are asking for, they would hate it.
