Both yes. Again, let's not forget that majority of businesses today are Small to Medium scales which have budget constraint. Another thing is that, it is hard to do off-the-shelf applications using Server based databases. As a software development company, we aim two birds to fall in one stone : VFP to accomodate small, medium, and large scale businesses.

The Foxwiki VFP wish list is more than enough to say that both should be taken into consideration.
