You can if you want legally redistribute IE with your application; this requires you to enter into a redistribution agreement with Microsoft. Details are available at the MSDN web site.

There's no "IE Runtime" = IE is the runtime, in the same way that Word or Excel is the runtime for those products.

The Setup Wizard does not have a provision for prequalification and optional installs of system components; you can check in a post-setup executable to see if IE is present by checking the registry to see if the registry key HKEY_CLASSES_ROOT\InternetExplorer.Application is present. The new Visual Studio installer may be able to help here; I don't know. I do my own installs with another product so that I can deal with the installation of other components more easily, and just incorporate the Setup WIzard's Runtime install.
