That's usually a problem with the keyboard driver or the on-board keyboard interface chip; it's not limited to VFP. Often, toggling the Alt and Control keys (depress and release) a couple of times will reset the state properly. It happens far more often in Win9x than in NT form what I've seen, and seems to happen to static-prone systems far more often than properly grounded machines with a static discharge pad in use.
