I donnot know what VFP6ENU.DLL does really, but propbably it contains all language specific element.
I use english VFP (vfp6enu.dll) on hungarian windows versions, whitout any problem. Of course, I wrote hungarian speaking programs. There are some consideration on index tag collate sequences, buteverything works great.
