On the whole, I like this better. Some random thoughts:
1) Put all header details in top frame: ("Current Forum", "Forum Section", message count etc). Frees all of the left frame for message headers (given the amount of traffic on the UT space might be important)
2) Unless there is an "all sections" option, you wouldn't need the forum section title at the top of the right frame. Again, space is a consideration. Those of us with short attention spans need to take in as much as we can as fast as possible, or at least before someone catches us...
