I think that thought is right. It seems you're in a state that you cannot use default "Exit" if you were just using default menu. It might be anything that's preventing an exit. Just for a sample :

on key label "f2" clear events
use SomeTable
browse nowait
read events

This wouldn't let you exit till both browse closed and f2 pressed.
