I've had that happen a couple of times - once when upgrading a Professional to a Universal sub at the same time MS shipped Win98, and they didn't have all of the Office disk set in stock and on-hand, and the other when I switched disk packs to drop the International #1 set and added the DDK. They got them out to me within a week or two, shipped on a priority basis. Your timing is just bad; you caught them out of stock with their current production capacity already committed to burning something else - in this case, I'd guess they've committed alot of their production capacity to Win2K disk sets...
