Hi Yan,

Before overwriting the EXE file all your users have to close their apps. Even then sometimes there may be the "ghost" user and you cannot overwrite the app until you get rid of it.

I usually use the solution when the app EXE is located on the workstation and the small Launcher program checks if there is a new EXE version on the network and automatically copies it over.
You can try my Launcher, it is in the Files/VFP in General.
