If this is a VB enum statement (and it looks like one to me), then it is 0-based and incremental:
MAIL_CONNECT   0
MAIL_HELO      1
MAIL_FROM      2
MAIL_RCPTTO    3
MAIL_DATA      4
MAIL_DOT       5
MAIL_QUIT      6
