FYI I was able to find the correct syntax for my problem. Thanks for pointing me in the right direction. It was then just a matter of looking up what I needed.

" AND TO_CHAR(ord_REQ.ord_dt, 'MM/DD/YYYY') IN (" + date_items + ") "
