I don't understand the question - in most cases, there's a power switch that is not under software control involved. A small robot that crawled out and hit the physical switch, and made sure the speakers were plugged in would be needed.

My sound drivers load up as a part of the Windows startup driver processing - as long as the speakers are powered up, they're available and active.
