My plan is to see if he can at least produce a simple application, but we had some goofy moments when the applicant kept asking for few more minutes (it turned out to be few hours with nothing to show for it) and we don't want to experience that again.

You could always screen applicants by requiring candidates to have passed 70-155 or 70-156, but that's a relatively small population of people at the moment.
