In an NT network, the name must be unique. When assigning it, the operating system goes out on its network segment searching for the name. If found, it won't allow the name change.
I'm not sure what happens if you change the name off-line and then attempt to connect to the network. Presumably the same thing that occurs when you attempt to have two of the same IP addresses on a segment. NT shuts both services down. Not sure.
