The same reason you have Dial Up Networking or Message Boxes available in the OS (Myabe its not technically in the OS, but you know what I mean). Why not, if its so essential, make it in Windows so everyone can use it without haveing to buy more MS products? Oh yeah, that last line should speak for itself.
