Not necessarily. The icon for help is also a question mark. Does that mean that the system is asking you a question? New users have found it confusing to have the same symbol mean two different things. It's also not good design to do things this way. That's why MS has changed the guidelines.
>Just from a users point of view - a question mark indicates a question is being asked, an exclamation mark indicates an answer is being demanded. As a user, I know which I think is more friendly (whatever the official MS Windows UI guidelines are).
