Doesn't even begin to, no. That's why I rarely do it. My own standards don't permit me to "give them their money's worth," because I couldn't live with my name on the credits were I to do that.

And, practically speaking, there is *no* editing involved by most (so-called) TEs. Assuming the _read_ the entire manuscript, the best you can expect from the ones worth paying is a bit of commentary on whether the contents are sound and worthy of publishing, with a few highlights for cases where correction(s) are needed. IOW, using the term TE, as practiced today, is a misnomer. Technical Reviewer is much more accurate.
