I just don't see how a mag devoted to one topic would work. I like the model of VBPJ with an index that specifies "Beginner","Intermidiate","Advanced". To me, this means some thought went into selecting the articles for the issue to balance them out.

If you did anything more specific, I think you'd have to go to a quarterly model, like coDE. But I think there there's too much info in the case we're talking about to make it quarterly only.
