FILE() without a path in the argument will find a file if it's bundled into the exe

Doint it this way, I could use the FILE() function to verify the report's existance. I have been asked to put everything into the .exe which means I can no longer use the FILE() function to verify that what is in the table is going to be available at run time. (IE: someone makes an entry and never adds the files to the project.)
