Interesting idea. Gee, I wonder if any body of people has ever been able to do that? The courts are often reversing the legislature on matters of law, so the legislature has not been able to do it. The special interest groups are often at odds with the other special interest groups so I guess none of them have been able to do it.

My point, you are asking for an impossible result. I would agree that the title of guidelines rather than rules would probably be better phrasing, but I don't have any notion that no matter how specificly the "rules" were stated this thread would still exist.
