Interesting idea. Gee, I wonder if any body of people has ever been able to do that? The courts are often reversing the legislature on matters of law, so the legislature has not been able to do it. The special interest groups are often at odds with the other special interest groups so I guess none of them have been able to do it.

Nancy already provided the template. "We reserve the right to refuse service to anybody." Period. Let the market decide whether you use rational judgement or not. That shouldn't be so scary, should it?
