I assume you refer to the 4 global heaps. They still are limits that apply to Win16 apps that don't run isolated VDMs.
>One possibility is that it may look like all the programs are closed, but there may still be ODBC drivers, Jet for Access etc. left running in the background. Reboot your machine, then before starting the process use Ctrl-Alt-Del and examine the list of running tasks. Do it again after you've run and "closed" your process, and see if anything has been left running that wasn't there when you first started your machine.
What resources exactly are drained - things might still sit in cache in case you need them before having to use it for other stuff
