Do you know what products reliably install WSH?

It is kind of hit-and-miss here, too. I have been unable to use it much because some of my apps are installed outside of my domain in other NT-secure domains, where I cannot get admins to install WSH (they are not supposed to install anything unapproved).

For example, does IE5 install it, or Win2K, or maybe Win98SE?
