There was a recent thread on this problem that involved deleted the resource file. The problem, in this case, was that the project couldn't be opened without generating this error.

There is another similar known problem at run-time. The cause of this is setting the temporary files on the development machine to a drive that doesn't exist at run time. The solution here is to make sure that the various temporary are targetted to a directory on the C: and to re-compile all files.
