Eric,

If we ever get the opportunity to meet remind me to tell you a story I heard about this FoxPro programmer I know who had an off-the-record conversation with a very large computer company (It was a Big coMpany) where they had to ..ehh.. operate within the rules of the client country's rules.

With our collective hands tied we still compete with all these folks and beat the stuffing out of most.

>You might check with some local hackers in the area. I spent 2.5 years in Thailand working with ISPs and I can tell you the system there is much different than here. There are political considerations in most cases. For example, the communications ministry may only issue license to thier friends and bribes may come into play. Nigeria, I would say that's a given. Also, be careful you don't step on anyones toes unwittingly and wind up losing your hiney in the process. I would not recommend trying to do any business in a lawless country without spending some time there learning the ins and outs.
