I'm still shaking my head over this conversation:

INS Lady: We cannot accept that application in person. You have to mail it in to this address (shows me the address of the INS building).

Me: You mean mail it in to the same address -- to this same building? But the website says apply in person.

INS Lady: Yeah, they need to change that. We stopped taking them in person a few months ago.

Me: Are you telling me after 6 hours in line that I have to put this into an envelope and mail it to you at this address where I'm standing right now, but I cannot put it into an envelope and hand it to you?

INS Lady: That's correct.

Me: (Silence).... Got her name and slowly walked away... Found a post office and sent it certified. Still shaking my head in disbelief...
