I think you misunderstand. I've never seen a classical guitarist perform from music. I have never performed on classical guitar from music.

Most conservatories and music departments require it even if you are a guitar major.

I wasn't implying that we don't sight read. However, I've always thought that, because of the left and right hand fingerings, makes it a bit more difficult to sight read for the classical guitar than for, say, a woodwind or a brass instrument. Further, the fact it's a stacatto instrument by nature, precludes the turning of pages by the musician. My own ability to sight read (except for in a choral setting where I'm singing), admittedly, isn't what it perhaps should be. As a result, I've always played strictly by memory, except, of course, when practicing.
