The legal ramifications alone are stagering not to mention the problem of verification. How do we know that the reports are true?

While I agree that this may be a need (and the basis for your idea is excellent) and there could well be an opportunity for it somewhere, for me the UT is a place of learning, helping others learn, and some wonderful online humor and community. Adding this element as a standard feature would take away from that.
