Close, it's actually SHS, a Shell Scrap Object.

I took a look at the file, and it's written within that it's a VBS file, so when you execute that file, Windows looks, sees that it's a VBS, so it renames it to VBS and executes it... But because you are likely to see that it ends with .TXT, you will only see an harmless text file.
